APCO reconsiders proposed ecomodulated fee structure for FY27

Further to the recent consultation undertaken by the Australian Packaging Covenant Organisation (APCO) on their proposed 2030 Strategic Plan, APCO has announced it will not proceed with the introduction of the proposed ecomodulated fee structure in FY27. Instead, the current turnover-based fee model will remain in place, with adjustments aligned to CPI and cost recovery needs. 

This decision follows APCO’s consultation conducted between March and May 2025, which engaged member organisations and stakeholders across the packaging value chain. The feedback highlighted the need for greater regulatory certainty, more detailed information on fee applications, stronger governance, and a model that reflects the operational realities of different sectors.  

We sincerely thank all AFGC members who contributed to our submission to APCO’s consultation. Your insights provided robust feedback on governance, the proposed ecomodulated fee structure, and other critical areas. 

We would also like to acknowledge the valuable contributions of the AFGC Sustainable Practices Committee, including their direct engagement with APCO CEO Chris Foley to present our collective feedback. 

Looking ahead, we await further direction on the federal packaging regulatory reform process. We anticipate additional consultations and will keep members informed of any developments.
