Export assurance reform for non-prescribed goods

AFGC continues to work closely with DAFF on their export assurance reforms for non-prescribed goods. Following strong industry feedback, including AFGC’s submission, DAFF has confirmed it will not proceed with the proposed requirement for export permits for every export consignment. This is a significant outcome for industry, avoiding a substantial regulatory and administrative burden on exports.

DAFF is continuing to develop a new export licensing framework to be implemented over a three-year period by commodity. Pet food is proposed to transition in July 2027 (along with some other agriculture-based based commodities), followed by honey and bee products and pharmaceuticals in July 2028, with food and beverage exports from 2029.

The next phase of consultation will focus on the Cost Recovery Implementation Statement (CRIS), which is expected to be released for consultation in early October. AFGC will continue to engage closely with DAFF and advocate for implementation arrangements and cost recovery settings that are practical, proportionate and minimise unnecessary costs for exporters.
