AFGC supports the policy intent of providing consumers with clear, consistent front-of-pack nutrition information and recognises the role the Health Star Rating (HSR) system can play in supporting comparison between packaged foods. However, mandating HSR would be a significant system-wide regulatory change affecting a large and diverse food and grocery manufacturing sector. AFGC therefore recommends that any mandatory framework be proportionate, practical to implement, supported by robust consumer education and real-world evaluation, and underpinned by clear drafting, workable technical rules, realistic transition arrangements and a comprehensive assessment of industry costs and trade impacts.
