The Department of Agriculture, Fisheries and Forestry (DAFF) is proposing to modernise export assurance arrangements for non‑prescribed goods. Under a proposed regulatory framework, 7 groups of non-prescribed goods will become prescribed for export, including food and beverage exports. DAFF states the reforms are needed to improve regulatory oversight and provide government assurances to support trade in a changing market environment.
The DAFF consultation on the proposed reforms has now opened. The AFGC is liaising closely with DAFF on the proposed changes and will be providing a submission to the consultation (due 8 May 2026).
Key changes proposed by DAFF include requiring:
The proposed changes introduce a new regulatory step for each export shipment (permit before export) and will require adjustments to exporter/agent processes, data provision, and lead times.
Goods already regulated under other frameworks (for example, wine and therapeutic goods) are proposed to be excluded from the general products framework. Organic goods may have overlapping requirements in some circumstances.
