AFGC is sharing this second member update to support members who export food, beverages and other non‑prescribed (general) goods, and to invite input as DAFF’s Export Assurance Reform consultation progresses.
DAFF is proposing changes to the export assurance framework for non‑prescribed goods, which will introduce new export requirements for a wide range of products that have not previously been subject to formal export regulation. This includes food and beverages, alongside other products such as pet food, stockfeed, rendered products, honey, wool, and certain pharmaceutical and technical products.
A central element of the reforms is the requirement for exporters to be licensed and to obtain permits for each consignment.
AFGC recently participated in DAFF’s industry webinar on the proposed reforms. The webinar recording is available via the consultation webpage (Document library), and the presentation slides are available here.
Based on the webinar and member discussions, the feedback we’ve heard is that industry wants more information, particularly on:
DAFF has acknowledged these concerns and emphasised that consultation will continue as the framework is developed.
While the proposed reforms are expected to be introduced progressively from 2027, the current “Have Your Say” consultation is a critical first step in shaping how export assurance for non‑prescribed goods will operate.

AFGC is working closely with DAFF and will continue to do so throughout this reform process. There will be further opportunities to provide feedback, but early engagement is important to ensure DAFF understands the diversity of business models and export pathways used by AFGC members.
