DAFF Export Assurance Reform: Member Update and Call for Engagement

6 May 2026

Background

AFGC is sharing this second member update to support members who export food, beverages and other non‑prescribed (general) goods, and to invite input as DAFF’s Export Assurance Reform consultation progresses.

DAFF is proposing changes to the export assurance framework for non‑prescribed goods, which will introduce new export requirements for a wide range of products that have not previously been subject to formal export regulation. This includes food and beverages, alongside other products such as pet food, stockfeed, rendered products, honey, wool, and certain pharmaceutical and technical products.

A central element of the reforms is the requirement for exporters to be licensed and to obtain permits for each consignment.

What we heard from the DAFF webinar

AFGC recently participated in DAFF’s industry webinar on the proposed reforms. The webinar recording is available via the consultation webpage (Document library), and the presentation slides are available here.

Based on the webinar and member discussions, the feedback we’ve heard is that industry wants more information, particularly on:

  • how the new framework would apply in practice
  • what future export requirements may look like for different product types
  • the likely compliance and cost implications for exporters (noting there will be a separate consultation on cost recovery).

DAFF has acknowledged these concerns and emphasised that consultation will continue as the framework is developed.

Why we are encouraging member engagement now

While the proposed reforms are expected to be introduced progressively from 2027, the current “Have Your Say” consultation is a critical first step in shaping how export assurance for non‑prescribed goods will operate.

DAFF has indicated that industry feedback at this stage will directly inform:

  • the design of the regulatory framework
  • the approach to export oversight and assurance
  • future engagement materials and guidance.

AFGC is working closely with DAFF and will continue to do so throughout this reform process. There will be further opportunities to provide feedback, but early engagement is important to ensure DAFF understands the diversity of business models and export pathways used by AFGC members.

What we’re asking members to do

If you export food, beverages or other non‑prescribed goods, we strongly encourage you to:

Consultation website: https://haveyoursay.agriculture.gov.au/export-assurance-reform
Submissions close 5 pm (AEST), Friday 15 May 2026.

AFGC’s role

AFGC is drafting a submission to the consultation and will continue to actively engage with DAFF on behalf of members to:

  • monitor the development of the proposed framework
  • seek clarity on how food, beverage and non‑food FMCG exports are affected
  • advocate for proportionate and practical export requirements.

Your input is essential to ensuring this reform reflects the realities of exporting and supports continued market access.
