Additional FSANZ consultation on caffeine review – AFGC working group reconvening

16 October 2025

Background

FSANZ commenced Proposal P1056 – Caffeine Review in 2021 to review permissions for caffeine in sports foods and general foods, and consider the risk it poses to sensitive sub-populations.

Following two rounds of public consultation, FSANZ is expected to release an additional consultation document next week with a change of scope to address concerns raised by jurisdictions regarding:

  • the proposed 200 mg/day caffeine limit and its application to multi-serving products
  • foods with naturally occurring caffeine.

At the second call for submission, proposed amendments by FSANZ did not capture foods (or ingredients) naturally containing caffeine.

We understand the additional consultation will be specifically considering:

  • natural sources of added caffeine in high-caffeine products (e.g. triple-shot coffee milk drinks)
  • daily intake assessment for vulnerable groups, including children and teenagers
  • the proportion of flavoured milks with added coffee and multipacks of formulated sports foods potentially affected by the changes.

AFGC action

The AFGC formed a working group of members to assist with preparing submissions for the previous rounds of consultations. This group will be reconvened to inform AFGC’s submission to this additional round of consultation, which is expected to be open for 6 weeks.

Member action

Members who are not already in the working group are invited to participate if this topic is of interest to your business.
