HSR labelling uptake continues to track below targets

Background

Results from official monitoring of Health Star Rating (HSR) uptake released today showed it was displayed on 35% of intended products in Australia (up from 32% time last year) and 33% in New Zealand (up from 30%) as at mid-November 2024 – well below the interim target of 60%. Food Ministers have previously agreed that if the final target is not met (70% as of mid-November 2025), they will consider mandating the system. Noting the low HSR uptake against the first and second targets, this is a clear sign that mandating of HSR labelling is on its way.

Food Ministers have already requested FSANZ to start preparatory work to inform their future decision-making on mandating the HSR system – this decision is likely to occur in early 2026. Research on consumers’ understanding and perceptions of the HSR system is also being undertaken. Findings of this research are expected to be published by FSANZ later in 2025.

Issues for members

The AFGC asks members to start considering what actions may be required to prepare for label changes across their portfolios in the likely scenario that HSR will be regulated. The AFGC also encourages members to consider applying HSR labelling if/when other label changes are in the pipeline to mitigate the cost of multiple label changes.

AFGC action

The AFGC is engaging with members to understand awareness, needs and barriers for implementing HSR on intended products. This will assist identifying resources or services that the AFGC could provide that would be of most assistance to members in a transition to mandatory scenario.

The AFGC is also continuing to engage with governments ensuring consideration is given to industry circumstances and costs of applying HSR (and other) labelling, including having ample transition time and potential industry assistance.
